Game Description
In this title, kids will journey to the clouds and help Reader Rabbit figure out what’s up with the weather while learning first grade skills in science, reading, and math. The wild ride up to Cloud Nine with Reader Rabbit and Sam the Lion begins when it suddenly starts raining wacky raingear. Kids will meet the Cloud Queen and Irvin the Inventor as they explore Cloud Nine, the Raingear Forest, and other amazing places. With irresistibly fun activities, the forecast calls for a 100 percent chance of learning fun. Learning Creations is a separate program included on the CD-ROM that allows kids to draw, make music, or create a calendar. The drawing program is more open than the art activity in the game, and the music section teaches the basics of reading and writing music. The calendar lets kids decorate and mark a calendar onscreen. You can print out all three activities when a child is done.

The setup.exe stops responding, and the TLC Setup will only appear as a task in task manager if you try to open it twice.
this appers to an issue with the _setup.exe file on most of these hanging. this was happening was the nvcontainer (something NVIDIA-related) was holding up the applications. even newer intel processors Cards starting from 8th generation.
To fix your issue, right-click on the setup (while in task manager of course) -> go to details. From there right-click the highlighted option and then click Analyze wait chain. From there it will tell you what is holding up the process.
